The purpose of this quantitative, non-experimental, survey-based study was to examine whether there was a statistically significant relationship between participation in Norwegian maritime crisis collaboration exercises and perceived level of learning, and whether there was a statistically significant relationship between exercise participation and perceived usefulness in actual crisis. 

To identify and assess possible gaps between the effects of crisis collaboration exercises and actual collaborative behavior in real crisis work, this study examined relevant stakeholders’ perceived levels of collaboration, learning, and usefulness. 

Data were collected using the Collaboration, Learning, and Utility (CLU) survey instrument. The scope was limited to maritime crisis work in Norway, and relevant public, private, and volunteer exercise participants.
