Effective Joint Exercises That Deliver Results
Collaboration as a national preparedness principle has, since its introduction, led to an increase in joint exercises across the country. However, our research shows that the impact of such exercises is often limited. Through analysis of several large-scale joint exercises, we have identified a number of challenges that hinder learning and cooperation:
- Lack of variation in exercise design
- Overly complex bureaucratic structures
- Focus on sector-specific tasks rather than holistic collaboration
- Lack of trust between actors across sectors
Size Isn’t Everything
A common misconception is that "the bigger, the better" applies to joint exercises. However, our observations show that this approach often creates complex exercises that lose focus on the most important goal: teaching participants to work effectively together. A successful joint exercise is not about size but about the quality of the collaboration developed.
