Tor Arne Wølner is professor of ICT in learning and pedagogy at the university college Souteast Norway. The last years he has worked a lot with dialogue pedagogy and interactive whiteboards, and has been project manager in the projects Nordic SMART Board project and EU Interreg, project GNU (Transboundary Nordic Teaching). In addition, it may be noted that he has released a number of books and articles about learning leadership through dialogue based teaching with interactive whiteboards, assessment and Lesson Study as a method of action learning and research.

Project leader of the research network OsloFjordAlliansen (OFA) and schools from municipalities Drammen, Fredrikstad and Sande i Vestfold, in EU-interregprosjektet GNU (Cross border Nordic teaching) http://projektgnu.eu/. From 1st August 2011 to 2014 in collaboration with University College Sjælland (lead partner) and Högskolan Väst in Sweden,

as well as three schools in Roskilde and three schools in the Gothenburg region. Project leader (Norway): University College of Vestfold (EEA): Project leader for Sweden and Denmark was University College Sjælland (EU).

Project leader of the research network OsloFjordAlliansen (OFA) and National Center for ICT in education in Project Nordic Smart Board Project, 2010 – 2011. Concluded with report and conference in Roskilde, October 2011. Collaboration with University College Sjælland (lead-partner) and Høgskolan Väst in Sweden, and schools in Roskilde, Uddevalla and Drammen. The Norwegian Project owner was the University College of Vestfold.

Pedagogical coordinator for the development of teaching tools for language minority children and adults without literacy and written language. This collaboration included Fagbokforlaget, Activium A/S and Elisabeth Thormodsrud (teacher), Lier municipality. The project was supported financially by VOX. The book God sagt bildebok for PenPal with reading and recording points was published in August 2012. In addition, a subject/method book, Arbeide med Språkopplæring (Working with Language Training) was also published for use of PenPal in teaching.

Project leader – Pilot Project OFA project focusing on teaching and using SmartBoard via the Internet in autumn 2010 and spring 2011. Pilot for teaching over the Internet using "common" Smart Board within the alliance. The project was completed and the report written and sent to OFA c/o Kristin Barstad.

Working group OFA. Position concerned with assessment and testing of communication and education via the Internet within OFA. Started in 2010 and concluded in December 2011 with a proposed strategic plan for digital communications, and continuation of the work from 2012 - 2013. Ref: Project Michael Moulton Umb/Kristin Barstad - Hive.

Resource group e-Campus Buskerud and Vestfold at HBV 2013 – 2015. Participated in an interdisciplinary group for e-Campus HBV for distance learning through synchronous online tuition. Implemented the initiative to adopt new audio equipment for dialogue pedagogy and use of interactive whiteboard over the Internet.

Project leader for a three-year government-backed project, "Nordic classroom" - 1996 -1999.
