The European Charter for Researchers is a key EU policy instrument supporting excellence in research and innovation. Together with the European Research Area (ERA), Horizon Europe, and EURAXESS, it promotes the free circulation of researchers, knowledge, and research funding across Europe.
By enhancing the attractiveness of research careers, fostering mobility, and supporting collaboration and competition across borders, the Charter contributes to strengthening Europe's global competitiveness and sustainable societal development.
The Charter comprises 20 principles grouped into four areas:
- Ethics, Integrity, Gender Equality and Open Science
- Researcher Assessment, Recruitment and Career Development
- Working Conditions and Research Practices
- Research Careers and Talent Development
Since endorsing the Charter in 2019, USN has been committed to the systematic implementation of its principles through the Human Resources Strategy for Researchers (HRS4R). This work involves HR, research administration, faculties, institutes, and doctoral programmes. Internal reviews are conducted every three years with the participation of management, researchers (R1-R4), and relevant support services, and updated Action Plans are submitted to the European Commission.

Following an initial Gap Analysis and the first Action Plan (2020-2022), USN was awarded the HR Excellence in Research distinction in 2020.
The current Action Plan was revised in 2025 and approved by the Rector's Management Group, which serves as the HRS4R Steering Committee.
USN's implementation of the Charter principles will undergo external evaluation by the European Commission in autumn 2026.
