This professional learning program, co-developed by the University of Toronto , OISE and University of South-Eastern Norway, is designed for qualified international teachers working in Norwegian international schools. The program aims to provide a cultural and pedagogical orientation through the lens of Norwegian inclusive education, fostering a deep understanding of culturally responsive teaching practices. The total program duration is 125 hours, divided into three distinct courses. The focus is on the principles of equity, adaptation, and diversity in the Norwegian school system.

Part I: Foundations of Inclusive Education in Norway (40 hours)

This foundational course explores the historical, legal, and philosophical underpinnings of inclusive education in Norway. It aims to build a conceptual understanding of how equity and diversity are key tenets of the Norwegian national curriculum.

  • Module 1: The Norwegian Policy and Philosophy of Inclusion (15 hours)
  • Module 2: The Role of the Teacher as a Facilitator of Inclusion (15 hours)
  • Module 3: Diversity and Cultural Responsiveness (10 hours)

Part II: Differentiated Instruction and Practical Strategies (45 hours)

Building on the theoretical foundation, this course is highly practical, focusing on the direct application of inclusive education principles in the classroom and school context.

  • Module 1: Differentiated Instruction in Practice (15 hours)
  • Module 2: Addressing Social and Emotional Needs (15 hours)
  • Module 3: Assessing and Supporting All Learners (15 hours)

Part III: Capstone Project and Peer Collaboration (40 hours)

This final course synthesizes the learning from the previous two parts and culminates in the development of a personalized, practical project that teachers can implement in their own schools.

Program Evaluation Plan

Goal: To measure the program's effectiveness in increasing participants' knowledge, skills, and confidence in applying Norwegian inclusive education principles.
